Documents You Need to Bid on a Government Tender

Most bids don’t lose on price — they get eliminated on paperwork before price is even opened. The good news: the compliance pack is largely the same across government tenders, so once your documents are in order, they work for every bid.
The universal compliance pack
Almost every South African government tender requires these:
- CSD registration report — proof of registration on the Central Supplier Database, with your MAAA supplier number. Free at csd.gov.za (see the step-by-step CSD guide).
- SARS tax compliance status (TCS) pin — issued on SARS eFiling; the buyer uses it to verify your live tax status. Outstanding returns or debt make you non-compliant.
- CIPC registration documents — your company registration certificate (COR14.3 or CK documents for older entities).
- B-BBEE certificate or sworn affidavit — EMEs (turnover under R10 million) use a free sworn affidavit; larger firms need a SANAS-accredited certificate. Without it you score zero preference points (see the B-BBEE guide).
- Certified ID copies of all directors/members — certification usually may not be older than 3–6 months, check each tender.
- Bank confirmation letter — proof of your business account, typically not older than 3 months.
- Completed SBD forms — signed, every one of them (see SBD forms explained).

The TCS pin itself doesn't expire, but it reflects your live compliance status — the buyer verifies it on the SARS system at evaluation time. If you fall non-compliant (late returns, outstanding debt), the pin will show it.
