10 Tender Mistakes That Get Bids Disqualified

Evaluation committees eliminate most bids before price is even considered — for mechanical, avoidable reasons. These are the ten disqualifiers that appear over and over in South African tender processes, in roughly the order they kill bids.

The ten killers

1. Late submission. Even two minutes late, the bid is returned unopened. Closing times are usually 11:00 sharp — plan for queues at the tender box and portal congestion.
2. Missing the compulsory briefing. No name on the attendance register, no bid (see the briefing guide).
3. Unsigned or incomplete SBD forms. Every form, every signature block, even “N/A” answers (see SBD forms explained).
4. Expired or missing compliance documents — old bank letters, lapsed B-BBEE affidavits, missing CSD report (run the document checklist).
5. Tax non-compliance at verification time. Your TCS pin is checked live during evaluation — a return that fell due after you submitted can still sink you.
6. Wrong CIDB grade on construction bids — bidding above your grade’s ceiling is an automatic exclusion (see CIDB grading explained).
7. Failing minimum functionality. Where functionality is scored (e.g. minimum 70%), thin methodology, missing CVs or absent reference letters end the bid regardless of price.
8. Pricing errors. Unpriced BOQ items, rate×quantity arithmetic slips, or a pricing schedule that contradicts the SBD 3 form (see how to price a BOQ).
9. Entity-name mismatches. The bidder name must match CIPC, the CSD, SARS and the bank letter exactly — trading-name confusion reads as a different entity.
10. Missing returnables. The pack’s checklist of returnable documents is the evaluator’s elimination sheet — tick every line physically before sealing the envelope.

The pre-submission hour

Book one hour the day before closing: lay out the returnables checklist, confirm every signature, re-verify your TCS pin, and have someone who didn’t compile the bid do the final check. Mechanical discipline wins more tenders than clever pricing.
